The jugendsinfonieorchester niederösterreich (Lower Austrian Youth Symphony), which is managed by Lower Austria’s music provincial school administrative body Musikschulmanagement Niederösterreich, is the province's largest permanent youth orchestra. The ensemble gives Lower Austria's most talented music students the opportunity to immerse themselves in the world of great symphonic works in an inspiring atmosphere. The orchestra's members are between 14 and 22 years of age, and 65 percent of them are female.

In 2006 and 2007, the orchestra was led with great success by the conductor and pedagogue Hermine Pack; since 2008 its artistic director has been Nicholas Carthy.
Three rehearsal camps led by instructors from the Tonkünstler Orchestra of Lower Austria are held annually, and these are where the season's program is rehearsed. The works are presented at concerts in the province's various regions as well as at official events of the Province of Lower Austria, including at the "Tag der jungen Meister" (Day of Young Masters) at the Festspielhaus in St. Pölten and at the ceremony at which the province's Cultural Awards are conferred.
